Apple wants iOS users to always use the latest version. As of today, the company has stopped signing iOS 10.2.1 and iOS 10.3, which are lower than iOS 10.3.1.

Apple wants to encourage users to stay up-to-date, and after a period of time after releasing new versions of iOS, previous versions are turning away. Signatures were closed for iOS 10.2.1 and iOS 10.3 a week after iOS 10.3.1 was released.
